The congressman for the Northern Marianas, Gregorio Kilili Sablan, is seeking a fifth term representing the territory in Washington.
The Saipan Tribune reports that Mr Sablan filed his nominating petition in Saipan on Thursday.
He says he achieved a lot since he was first election, but the territory still has many challenges that need federal assistance, particularly around governance and immigration.
Mr Sablan says, if elected, he will work for the Northern Marianas' full inclusion in the United States Medicaid programme.
The Northern Marianas, as well as Guam and American Samoa, all elect representatives to Congress in Washington, but they are unable to vote on legislation.
