A lobby group for phone and internet users says the Commerce Commission should be taking Sky Television to court.
The commission believes the broadcaster breached competition law in its deals with internet providers, but has issued only a warning and will not launch legal action.
The Labour Party says the ruling is a cop out and Sky has been slapped with a wet bus ticket.
It says the Commerce Commission isn't doing its job as a regulator.
Telecommunications Users' Association chief executive Paul Brislen also says there should be an inquiry into how all Sky content is delivered to consumers.
He also says there should be a new regulator.
