Guam's Governor has announced government offices and departments will reopen on Monday.
Lou Leon Guerrero also announced changes to quarantine procedures.
While the public servants will be back there will be a restriction of 50 percent occupancy rates for offices with some employees working from home.
Returning residents will also now be be able to self-quarantine at home.
Non-residents will still need to go to a government facility.
Earlier this week Guam eased restrictions to allow dine-in restaurants, and limited church services and group activities.
There have been 171 cases of Covid-19 in Guam with five deaths.
