Muhammad Rizalman was charged with burglary and sexual assault of a woman in Wellington in May this year but was allowed to claim diplomatic immunity.

In a Ministry of Foreign Affairs and Trade botch-up, the 35-year-old was allowed to leave New Zealand despite Malaysia being prepared to waive his immunity.

His alleged victim, Tania Billingsley, went to court to so her name could be made public and she could tell her side of the story.

Diplomatic efforts have been under way since then to have him returned to New Zealand over the issue.

Malaysian news website Malaysiakini is reporting a Malaysian armed forces chief as saying a psychiatric evaluation of Mr Rizalman has now been completed.

But the website said it remained unclear when he would be returned to New Zealand.
