The founder of a new political party in the Cook Islands says he's looking to radically reform the public service.

Long-time public servant Te Tuhi Kelly is in the process of registering what will be called the Progressive Party of the Cook Islands.
There are currently four parties in the country's parliament, but Mr Kelly said he already had the backing of several business leaders and current politicians.
People were frustrated with poor decisions, nepotism, and a lack of direction from several governments, he said.
"I have personal first-hand experience of dealing with poor customer services from government ministries and agencies.
"I've seen the effects of poor decision making in my various roles in the public service, and experiences first-hand the effect of poor party political appointments to roles in the public service."
Te Tuhi Kelly said his party would reform the public service.
The next election is due to be held in 2022.
