The Papua New Guinea parliament erupted on Wednesday when the Speaker, Job Pomat, again ruled that the opposition's motion for a vote of no confidence was out of order.
He will now submit his ruling to the courts.
There is no chance of a vote this session with Parliament adjourned until 3 September.
The committee that vetted the motion said there was again an inconsistency in the way names appeared on the file.
It made a similar ruling last week.
The Speaker said if the court tells him he is wrong in his deliberations he will resign his post.
The Speaker said since it was a major constitutional question - the attempt to remove a prime minister - it was vital that Parliament follow the rules.
After a long and fractious debate, Pomat announced he would seek a legal view on the matter on Thursday morning.
