Another centre where transport was a core issue of the local election is Christchurch, where Phil Mauger beat former DHB boss David Meates to the mayoralty, by roughly 3000 votes.
The former councillor and construction company owner plans to "soften" the city's draft transport strategy, which aims to slash carbon emissions.
