They were investigated after two other former colleagues, who were found to have used their positions for their own financial gain, alerted the Department of Prime Minister and Cabinet (DPMC) to other possible cases.

DPMC chief executive Andrew Kibblewhite said they had now cleared those three staff of any wrong-doing and he was confident the matters raised had been thoroughly investigated.

"Nothing was found to provide me with any reason to request the State Services Commission to conduct any further investigations.

"I am satisfied the investigation found the accusations concerning these three individuals were without foundation."

Meanwhile, the actions of Gerard Gallagher and Simon Nikoloff are under investigation by the Serious Fraud Office.

They were found - by Michael Heron QC on behalf of the State Services Commission - to have had a clear conflict of interest when they arranged property deals through their own company while working for CERA.
