A group opposed to the building of a highway extension between Auckland and Northland says it may not be able to afford to appeal against the project.
A board of inquiry yesterday gave final approval to the proposed 18.5km extension between Puhoi and Warkworth.
Campaign for Better Transport had fought against the proposal, saying there was no economic analysis of it and the environmental costs outweighed any benefits.
The group's convenor Cameron Pitches said it had been considering legal action, but may drop the idea because of the prohibitive cost of appealing to the High Court.
