Footage has emerged showing officers kicking and assaulting three men laid out on a Port Moresby road, as well as beating their heads with their rifle butts.

Passing traffic was waved on by police as the men on the ground appeared helpless to resist being assaulted for over 15 minutes.

Acting Assistant Commissioner Anthony Wagambie Junior told a press conference that the officers involved had been arrested and charged.

He warned that if more officers persisted with misconduct, they would be exposed.

"We live in a world of changing technology, and I've always stressed to my police personnel that we must be mindful of our surroundings. We are being watched every day. Whatever we do, our conduct... people have phones with cameras on them, they'll take photos of police conduct and post it out on social media."

The assault is also the subject of an internal police investigation.
