The electoral commission in the Northern Marianas has printed 22,000 ballots for November's elections.
The Commonwealth Election Commission said it was expecting a record-high number of voters.
The territory goes to the polls to elect its governor on November 6, at the same time as the midterm elections in the United States.
More than 18,000 people had already registered to vote, which was an all-time high, the commission said.
That number was not expected to exceed 19,000, it said.
