Myanmar's opposition leader Aung San Suu Kyi says by-elections due to be held this weekend cannot be considered entirely free and fair because of voting irregularities.
She says the name of the dead have been used on voting lists and candidates from her National League for Democracy party have been intimidated.
According to the party, 1300 people eligible to vote are missing from the electoral roll in Ms Suu Kyi's constituency while the names of hundreds of deceased had been listed.
However, she told a news conference she was determined to go forward "because this is what our people want" and did not regret taking part in the poll.
The by-election is the first since the military-backed civilian government assumed power a year ago.
The BBC says, for the first time, foreign election observers have been allowed in the country.
A small number of representatives from the Association of South-East Asian Nations (ASEAN) along with the EU and the US have been invited to observe polling.
More than 100 foreign journalists are also believed to have been given permission to cover the vote in the country.
