A number of shots were fired at or near a group of men outside a hotel on Rangitikei Street on 3 December.
The shots were fired about 1am, police say.
"It was sheer luck that no one was injured, and police are committed to ensuring patrons can enjoy the central city especially during the festive season," Detective Sergeant Dave Wilson said.
A group of five men nearby were stopped by police and .22 calibre firearms were found in their vehicle but police were satisfied the firearms were not the same ones used in the incident, Wilson said.
The men were arrested and charged with unlawful possession of firearms and will appear in the Palmerston North District Court this week.
Police are working to identify those involved in the shooting.
