The Wellington City Council is spending more money to help support homeless people, and elite sport.
It has voted to give the city's Night Shelter for the homeless $20,000 in emergency funding.
The shelter's annual grant will also go from $95,000 to 150,000, so it could start supporting homeless people during the day.
Councillors also voted, narrowly, to spend more than $500,000 to upgrade the turf at a suburban sports ground, to be used by the city's Phoenix football team.
But some want to know where the money is coming from and how much the council is spending on elite sport.
Others said it was a necessary investment in the city's parks, and a vote of confidence in the Phoenix who have just been granted a 10-year licence to remain in the A-league.
