A Wellington Super City is off the table, but there will still be changes to local government in the region.
Councils in the region plan to hold a series of public meetings on the matter this year.
Plans for a Super City were scrapped due to a lack of public support.
But Local Government Commission chair Sir Wira Gardiner said smaller amalgamations or council controlled organisations are still possible.
The commission is in contact with the region's councils and is considering a range of options that included how transport, spatial planning and water can be better managed across the region.
Any changes would not be made until after local government elections this year.
