Investment in infrastructure is a key focus in the Cook Islands Budget being tabled today.
The Cook Islands News reported Finance Minister Mark Brown saying health and education facilities are part of this infrastructure focus.
For health this is likely to mean the upgrade or replacement of some buildings around the country.
Mr Brown said Rarotonga hospital's electrical system will be improved, better facilities provided for mental health services and the roof of the Tupapa Outpatient clinic replaced.
He said all efforts were targeted towards providing improved health facilities for both residents and visitors.
The government will also put funds into repairing three of its buildings - the Bluesky Sports Arena, and the facilities housing Police and Justice.
Mr Brown also said law and order will be a priority with a focus on remuneration, recruitment and increasing capacity and visibility.
