Environment Minister David Parker says plans to reduce water pollution need to go hand in hand with settling Maori freshwater claims. It's been a vexed issue. The last government dodged it by simply declaring no one owned water and that wouldn't change. So what will it take to make a deal? Willie Te Aho is a leading negotiator in the field.
