Foreign minister Julie Bishop said it was an important step in reducing health security risks in the region and signaled Australia's commitment to leadership on the issue.

She said it broadened the responsibilities currently undertaken by the Ambassador for HIV/AIDS, Tuberculosis and Malaria.

Mr Exell previously held senior positions with Australia's Department of Foreign Affairs and Trade.
