Dunedin Council, Otago University Students Association and eight other organisations say they will work together to bring an end to big, unruly street parties.
They have agreed to address a number of what they call "disturbing trends", such as gross drunkenness, fires being lit in the streets and vandalism.
Mayor of Dunedin, Dave Cull, said police had openly acknowledged they could not control the big street parties, so the students, along with the other organisations, needed to find a solution.
Mr Cull said unruly parties had become more common in recent years because of an increase in the student population, social media and fewer traditional pubs near the university.
