The government wants feedback on a review of the laws governing betting on racing and sport.
Racing Minister Nathan Guy says a working group has found a growing number of New Zealanders are gambling through offshore betting agencies.
The working group has developed proposals to make the TAB more competitive, and help ensure overseas providers pay their fair share of money back to racing and sport groups in this country.
The suggestions include removing a ban on the TAB's taking bets during a race, and removing the restriction that requires the agency to offer bets only on sports with national organisations.
A fee could also be imposed on foreign gambling operators that accept bets from New Zealand.
