The Ombudsman has found that the Horowhenua District Council's blocking of emails was wrong and a flawed practice.
According to an audit report which the council disputes emails from people on a black list were blocked by the council's IT team.
The report which was leaked to the media last year states, between 2011 and 2017 the council arranged for its IT team to forward the blocked emails to its chief executive David Clapperton for his decision on whether to send them on.
The Ombudsman, Peter Boshier, investigated after five people on the blocked list complained.
He said the practice was contrary to transparency, accountability and fairness.
