On 30 April, independent commissioners heard submissions from Franz Josef businesses and residents on the Westland District Council's proposed zoning based on the risk of earthquakes.

Under the proposal, property owners in one zone would be unable to expand or develop their buildings.

Businesses and residents voiced concerns the proposed earthquake plan would leave them hamstrung, and the town centre derelict.

The report report was due to be made public on Monday last week but the Westland District Council is yet to release it.
