Papua New Guinea's Prime Minister has signalled a move towards a performance-based system within the public service.

James Marape revealed the move at the launch of government's Annual Operation Plans.
Mr Marape said the government would introduce contract-based agreements for public servants.
These would be the basis for evaluating performance and would include incentive-based measures.
The cash-strapped government is looking to introduce a variety of reforms, especially in a public sector that has been ailing and inefficient for decades.
Mr Marape said the government wanted to make available and allocate land as performance-based incentives to public servants who contributed largely in revenue, through personal income tax.
"Personal Income Tax is currently our leading revenue-maker instead of corporate income tax.
"We will free up land for every public servant and missionary, who have rightfully served our country," Mr Marape said.
