Wellington's trolley buses are likely to be axed.
The regional council's Annual Plan hearings committee says they are costly, unreliable and inflexible.
It has recommended a long-term goal of fully electric buses across the region, with hybrid vehicles used during the transition period.
Councillor Paul Swain said the public transport plan also includes faster and more frequent train services, as well as integrated fares where people use one card for all public transport.
Trolley buses were first introduced into Wellington nearly 65 years ago.
The proposal will go to the full council in two weeks and the trolley buses could be phased out by 2017.
