Three councils have filed legal proceedings in the Wellington High Court testing the Government's definition of ownership in its proposed Three Waters Reforms. The Waimakariri, Timaru and Whangarei district councils began proceedings with a Statement of Claim filed last Friday. Timaru mayor Nigel Bowen joins Karyn to share how he hopes this will play out.
