The utilities company in the Northern Marianas says up to 70 percent of the water it produces is lost through leaks and illegal connections.
The Commonwealth Utilities Corporation says it's hoping to reduce this loss to 37.5 percent to ensure its production of 37 million litres a day is enough to meet estimated demand.
It says its water division addresses about 15 leaks per week, and it still needs to drill seven wells this year to replace failed wells at an estimated cost of US$1.26 million.
