England led 21-10 at half time and then extended to 24-10.
But Fiji came roaring back with tries to Peni Ravai and Vilimoni Botitu.
At 24-all, England's Owen Farrell kicked a drop goal and then a penalty, and Fiji's late attack was not enough.
England will play either France or South Africa, who face off later this morning, in the semi-final.
