A teacher claims the Ministry of Education made it hard for staff to complain about the owner of a Feilding childcare centre who is accused of mistreating children for years.
The ministry's complaints process would refer all concerns straight back to the owner of the Pitter Patter Education Centre.
The early childhood service had it licence suspended for three weeks in November after complaints that toddlers would be smacked, locked in rooms as punishment, and fed mouldy food.
