The man convicted of killing two women in the Ashburton Work and Income office in 2014 is arguing he was unfit to stand trial because of a skin condition.

Russell John Tully was senteneced to life in prison with a non-parole period of 27 years for the fatal shooting of Peggy Noble and Leigh Cleveland. He's appealing his conviction and sentence.
