Labour is accusing the Police Minister of being more concerned about her "Crusher Collins" image than making law that will effectively target boy racers.
Parliament's Transport and Industrial Relations Committee has recommended passing the Vehicle Confiscation and Seizure Bill, which would bring in greater powers to seize and crush cars.
Labour's law and order spokesperson, Clayton Cosgrove, says the Bill has been weakened by not making confiscation compulsory on the third offence if the car is owned by someone else.
The minister, Judith Collins, says at present the law allows an offender to buy a car back at public auction or to transfer ownership of the car into someone else's name, and the Bill tightens up these loopholes.
Ms Collins estimates that, based on current behaviour, up to 10 cars could be crushed in the amended law's first year of operation.
