The Selwyn District Council is asking for submissions on where legal highs can be sold in the area.
The Ministry of Health controlled the sale of legal highs, but new legislation allowed councils to develop a policy regulating the location of retailers selling the products.
Council environmental services manager John Christensen said under a draft policy that had been drawn up, the products would be able to be sold in parts of the central shopping area of Rolleston, but stores could not be within 100 metres of each other.
