The mayor's office on Saipan in the Northern Marianas says it's rounded up 11 percent of 21,000 stray dogs counted three years ago.
It said Saipan's Dog Control Programme has so far caught 2,461 stray dogs with 19 adopted this year and 130 euthanized.
Saipan's mayor David Apatang said it was important to clear villages of stray dogs because they attack pedestrians.
He said the dogs constantly dug through rubbish bins, polluting the environment and spreading germs.
