Wellington City Council is considering making it illegal for people to give beggars money, to help solve the capital's begging problem.
The suggestion is made in a $50,000 report, which also says people think begging is a growing problem and Wellingtonians are generous compared with people from other cities.
The council should adopt a way to manage the streets to engage with beggars and help them with support services, the report said.
Other ideas included allowing people to buy food and accommodation vouchers for beggars and introducing a bylaw to ban beggars, but those options were not recommended in the final report.
The report to help determine the council's stance on begging will be considered by councillors next week.
