The Emergency Operation Center in American Samoa has been partially activated because of forecasts of winds of just under 100 km/ph for the territory.
The National Weather Service in Pago Pago predicts damaging winds, destructive surf and flooding rains for the territory over the next 24 hours.
Residents have been warned to prepare for damaging weather conditions.
An "extremely active" monsoonal trough is close to American Samoa and generating the conditions.
Officials say the strong winds could down trees or cause power outages.
High surf through today is expected to increase the risk of beach erosion, coastal flooding and debris on the roads.
The weather service have also continued a Gale Warning for the territory, saying that gale force winds will continue to impact American Samoa coastal waters through tomorrow night.
Cancelled flights
Samoa Airways and Talofa Airways have cancelled their afternoon flights in and out of American Samoa due to the strong winds.
While the first freighter to arrive in more than a month bringing water, potatoes, onions and other food in short supply, was instructed by port administration to dock outside the harbour.
Meanwhile, a family in Fagatogo has lost the roof of their house and a business in Nuuuli lost its patio roof.
Throughout the day, Public Works and utility crews have been responding to calls about downed trees and utility lines and roads are flooded from heavy rain.
Some coastal areas have also reported that waves have covered the road with rocks and sand.
