The Utilities Corporation in the Northern Marianas is being urged to sue the Health Care Corporation to collect $US27.7 million in arrears.
But the Health Care Corporation, which runs the country's hospital, said it could only afford to pay the Utilities Corporation $US71,000 a month, despite its monthly utility bill averaging $US400,000.
Acting board chair of the Utilities Corporation Weston Deleon Guerrero said it should take legal action to recover the debt.
The Health Care Corporation has to come up with a plan to pay off its arrears, he said.
