The chairperson of the commission, Sir Anand Satyanand, said more than 200 people had made submissions on the draft terms of reference so far.

Under those terms, the inquiry will cover physical, sexual and emotional abuse and neglect of people in state care between 1950 and 1999.

Sir Anand said most submissions had focused on the scope and purpose of the inquiry, a suitable reference to the Treaty of Waitangi, the inquiry timelines and what constitutes 'state care'.

Once Cabinet has approved the final terms of reference, hearings can begin.

The inquiry is expected to take three years.
