National Children's Director Sue Mackwell says much has been learned from the work of two teams set up to organise wrap-around services for at-risk children.
Under the Vulnerable Children Act passed on Thursday, frontline staff in health, education, social development, justice and the police must ensure services are provided to vulnerable children.
Teams are already operating in Rotorua and Whangarei as part of the Government's action plan.
Ms Mackwell said they served more than 100 young people.
She said people from different sectors on the teams were working together and accepting what each had to offer, and that was already improving their ability to help children.
