A report on a fatal pursuit in Palmerston North last year says it was conducted fully in accordance with police policies.
Martyn Dillon was killed when the stolen motorbike he was travelling on crashed less than a minute after police had pulled behind him and indicated he was to stop.
Mr Dillon, a 22-year-old unlicenced driver, was nearly twice over the drink drive limit and his female pillion passenger, who survived, was not wearing a helmet.
The passenger later told police that the motorbike had been travelling at more than 200 km/h.
The Independent Police Conduct Authority found the officer involved and dispatcher at the communications centre handled the matter appropriately.
The authority made no recommendations.
