The memorandum of understanding was signed on the sidelines of the Pacific Islands Forum meeting in Samoa.
In a statement, the Pacific Community's director general Colin Tukuitonga says the deal will see the two share resources.
This will support countries to achieve universal health coverage and address non-communicable diseases, which are at crisis levels in the region.
