The government has begun planning for a second harbour crossing but it is working towards a road-only tunnel.

The Greens today launched a campaign to make a rail crossing the priority.

Transport spokesperson Julie Anne Genter said it would be more cost-effective and a road-only crossing would be a massive missed opportunity.
