The non-government group, Jubilee Australia, wants Bougainvilleans to discard any plans to re-start the Panguna mine, which was at the centre of the civil war.
Instead it says the region's economic growth should come from agriculture.
There is currently a moratorium on any Panguna development but that is not stopping at least two companies from promoting themselves as the best fit for the job.
Jubilee Australia's Christina Hill told Don Wiseman that redeveloping Panguna will do little for the economy and may bring environmental and social misery.
But she adds it is a decision for the people of Bougainville to make.
