A two-stage review was ordered following the fatal shooting of two staff at its Ashburton office in September and the wounding of another two.

The first part of the review found there was nothing the ministry could have done to prevent the incident.

In a statement, the ministry said the recommended security improvements would not be made public until the early part of next year.

It said extra security guards and restricted access to Work and Income offices would remain in place for now.

Russell John Tully was in custody, charged with the murder of Peggy Noble and Leigh Cleveland, and the attempted murders of Lindy Curtis and Kim Adams.
