Staff at the Christchurch City Council have been told of a proposal to make wide-ranging changes following an internal review.
Chief executive Karleen Edwards announced the review of the council's organisational structure to staff yesterday.
Dr Edwards said significant changes were needed to the council's current structure and ways of working.
The scope of the restructure includes all management and support functions, but does not include frontline staff and Council Controlled Organisations.
A change proposal is being prepared and will be released to staff next month.
Dr Edwards said the proposed change will not impact on council services.
