Papua New Guinea's chief secretary, Isaac Lupari, says the country needs a new approach to counter gun use.
He said moratoriums and confiscation exercises that the government has undertaken, especially in the Highlands, had not been successful.
Mr Lupari said the government needed to find out where the guns were coming from, and why the guns were being brought in to PNG.
He said this will require a community approach.
The Post Courier reported Mr Lupari saying the government, through community policing, can empower the local communities.
